There were many contradictions in the political life of Enoch Powell, who died on Feb 8, 1998. He gave the impression of high theory and great intellectual ability, but this was actually largely an illusion created by the right wing of the UK Conservative party. He was in fact not a systematic thinker, and made only inconsistent, occasional speeches. His most significant failure was the fact that he never strove to create a working political entity to present his views.

Article Abstract:
Pessimism about the state of culture in the UK has been a common trend for many generations. Dumbing down, or the decline of cultural values, can be regarded as just as much a state of mind as a quantifiable phenomenon. The dumbing down argument is ultimately based on criticism of the public's taste, something which is very hard to do in a democratic society. Discussion of public taste tends to focus on the BBC, which acts as a sort of reflection of cultural anxiety.

The recent sharp decline in the value of shares in British Gas highlights the fact that mass share ownership has failed to take off in the UK. Many ordinary people were encouraged to buy shares in British Gas, but popular capitalism has never materialised. There is still strong interest in forthcoming privatisations, such as that of Railtrack, but only from experienced investors with a considerable amount of money to spare.
