Secretary of State for Social Security Peter Lilley is a liberal-thinking Christian with tenacity of purpose. He intends to target benefits on those in most need. He is expected to reduce unemployment benefit entitlement to six months and to introduce some sort of workfare. Peter Lilley was born in 1943 and grew up in a middle class family in Hayes, Kent, England. He attended Cambridge University and worked abroad as a consultant on aid to developing countries before becoming an oil industry analyst.

The family of Conservative peer Viscount Cranborne has played a very significant role in politics in the UK in the 20th century. Viscount Cranborne himself has shown considerable talent for not making enemies and has been popular across the Conservative party. However, he has never quite fulfilled the potential of his instincts and abilities. He has many conservative instincts, but has also shown that he is willing to go against convention.
