It is important to encourage a culture of improvement in the UK's prisons, according to new Prisons Ombudsman Stephen Shaw. He opposes private-sector management of prisons for moral reasons, but acknowledges that private prisons offer a valuable lesson for the public sector. He regards his role as establishing whether prisoners have been treated fairly and with dignity. He wants to ensure that prisoners' complaints are properly investigated, but also feels that his job goes beyond this to improving the performance of the Prison Service.

More people have been prompted to make a complaint against the police following the recent relaxation of the legal ban on the disclosure of material in a complaints file. People making a complaint can now receive details of the results of the investigation into their case, and can use this as a basis for a civil case. Lawyers are no longer warning clients against running civil actions and complaints at the same time.
