Some observers believe that the dollar has undergone a secular change, rather than just a cyclical one, since 1995. They claim that the downward trend which the dollar has sen since the mid-1950s has now been reversed, and that the levels of 1995 will never be reached again. It is possible that this view is correct, although it must also be remembered that the US has a strong low-savings culture, in sharp contrast with German and Japan. Against this background, the value of the Japanese yen and the German mark is likely to remain solid.

There are now signs that the extremely weak nature of the dollar will not last for ever, and that a turning point could emerge in the early part of the next century.
