Will Europe ever be ready for the Euro?
Article Abstract:
European Union leaders still seemed determined until recently to go ahead with plans to begin the process of monetary union in Jan 1999 and complete it in 2002. However, there are now signs that even Germany, which has traditionally had the strongest economy in Europe, will not be able to meet the requirements for monetary union on time. Economic problems in Germany will have an impact on the rest of Europe. Monetary union could still begin in 1999, but it now seems increasingly likely that a delay will have to be agreed.

The 15 heads of state and government attending a two-day European Union summit currently being held in Cannes, France, are unlikely to engage in discussions which will bring further clarity to the issues which still cloud plans for European Monetary Union (Emu). Emu will not be one of the main items on the agenda, as it is known to give rise to very diverse opinions. However, intense discussions on monetary union are still being held elsewhere.

Some eastern European countries are aligning themselves closely with the west, while others are coming once again under the influence of Russia. The former include Hungary, the Czech Republic and Poland, while the latter include Azerbaijan, Georgia and Belarus. Diplomats now accept privately that there is a battle going on for control over eastern Europe, with the future of countries such as Romania and Bulgaria still undecided.
