Wing and a prayer?
Article Abstract:
Small aircraft which fly close to the ground or water and use the ground effect are becoming popular again after being abandoned in the 1960s and 1970s by Western aviation engineers because of the inability to produce stable designs. However, scientists in the Soviet Union have persisted and produced several designs. After the break up of the Soviet Union, Russian engineers have indicated their willingness to sell their expertise.
