Philip M. Klutznick began working to develop public housing in Nebraska in 1935 and went on to help President Franklin D. Roosevelt in his effort to move people from slums into affordable housing. In the 1970s and 1980s he worked on urban development projects.

R. Clayton Jones was a staunch advocate of public housing and was director of the Pontiac Housing Commission in Michigan from 1971 to 1982. He served as the National Association of Housing and Redevelopment Officials president from 1981 to 1983 after serving as Vice President and Senior Vice President for 4 years.
