Improving habitat conservation planning through a regional ecosystem-based approach
Article Abstract:
The success of habitat conservation planning is proven by the increase of habitat conservation plans (HCPs) to over 400 plans in mid-1997 from less than two dozen in 1992. However, habitat conservation planning can still be improved through a regional ecosystem-based approach. Compared with current HCPs, a regional ecosystem-based approach to conservation planning involves the protection of an entire ecosystem rather than a limited set of species. Through this approach, significant environmental gains will be achieved even as the needs of landowners and local governments are addressed.

An overview of the National Academy of Sciences Report: Science and the Endangered Species Act
Article Abstract:
Recommendations made by a committee of National Academy of Sciences in its Congressionally mandated report, Science and the Endangered Species Act, may settle bitter disputes about environmental regulation and the Endangered Species Act and provide an effective agenda for Congressional action. The committee, composed of people with diverse backgrounds and opinions, unanimously supported the recommendations that resulted from two years of study and preparation. Congress has not indicated whether it will take the immediate action it had promised when commissioning the report.

Avoiding the trainwreck: observations from the frontlines of Natural Community Conservation Planning in Southern California
Article Abstract:
The Natural Community Conservation Planning (NCCP) is a joint program between state and federal agencies that aims to secure long-term protection of species without necessarily undermining economic growth in affected areas. This initiative is significant because it provides a common ground for environmentalists and businesspeople to address their issues. The next generation of conservation planning programs inspired by the Endangered Species Act may find the NCCP a useful guide in their own campaigns. Results of application of NCCP in Orange Country are discussed.
