Home again: repatriation money turns returnees into nouveau riche
Article Abstract:
Repatriation programs that give monetary aid to returnees have resulted in the return of more than 32,000 boat people to Vietnam since 1989. Such foreign credit programs were established by international groups such as the UN High Commission for Refugees and the EC-International Program with the aim of providing returnees with the ability to set up businesses of their own in Vietnam. Through such efforts, and with the assistance of a vastly improving economic climate in the country, Vietnam hopes to receive greater economic aid from international donors.

Article Abstract:
Many Vietnamese people are still very unwilling to entrust their money to banks, and Vietnam still has a strongly cash-based economy. This is only to be expected, given that there is no deposit insurance and that people still vividly remember credit-cooperative collapses in the period 1989-1991. The country's financial sector has not kept pace with the requirements of the rapidly expanding economy, but it will be essential to generate domestic savings if the government is to achieve its growth and investment targets.

Article Abstract:
Vietnamese boat people refuse to leave their detention centers and return to Vietnam for various reasons. The economic uncertainty of their place of birth, false hopes and a feeling of betrayal by the international community are but some of the reasons why refugees resist repatriation. Realizing the gravity of the situation, Hong Kong has decided to forcibly repatriate these boat people or has chosen to provide financial assistance to voluntary returnees.
