Rotten, but getting less so

There are human rights concerns about the arrest and trial of Kurdish leader, Abdullah Ocalan, who was not allowed to choose a lawyer for ten days after he was arrested. meanwhile, Ten prisoners were beaten to death in 1996, and no policeman has been detained. Public opinion has, nevertheless, become more sensitive on human rights issues in Turkey, and there has been a reduction in how long a period Turks can be imprisoned with no trial. The issue of how prisoners are treated is not one that attracts votes, however, so moves on human rights may be delayed until after elections.

Taming leviathan
Article Abstract:
States tend to stress the issue of human rights when it suits their interests, and national soveregnty, tends to be respected, while economic, strategic and military interests tend to be paramount. Human rights are becoming more important, and this is shown by an increase in humanitarian issues during the 1990s. The way that human rights are dealt with is likely to vary from one case to another, and different responses to abuses may be appropriate according to the circumstances.
