Article Abstract:
The UK government plans to revitalize local government by establishing a network of powerful elected executive mayors. Legislation set to be introduced in autumn 1998 will give local authorities a choice in how to proceed, with mayors possibly working alongside executive committees or assemblies. The government hopes that mayoral elections will make ordinary people more interested in local democracy. This hope is reflected in the government's willingness to give local councils enhanced financial independence.
