There is a debate in the US between Republicans and Democrats on what should be done with a forecast budget surplus. Both parties favor tax cuts, but the Democrats also want Social Security to be strengthened. The calculations assume that budget caps, or limits to spending, will be adhered to, but there is no certainty that this will be the case. Public opinion tends to favor support for the Social Security system, but congressional Republicans see tax cuts as an issue on which they enjoy unity.

The great budget stalemate
Article Abstract:
There is disagreement on the US budget between Republicans and President Bill Clinton, and this means that a deadline for the end of Oct 1999 is unlikely to be achieved for the 2000 budget. There are no serious hindrances to passing a budget, and there is a budget surplus. Congress is unlikely to pass a budget smoothly in the future if it cannot do so in 1999. A last-minute budget cannot properly be debated and a number of interest groups are seeking to have their interests represented.

Article Abstract:
Despite losing the public relations battle during the December '95 government shutdowns, the GOP actually won because the battle was fought on their austerity terms. They should insist on a welfare reform bill, drop tax cut plans, and continue the budget fight all year.
