There were concerns that the academic transfer market was destabilising the system, and this led to the announcement by chief executive of the Higher Education Council for England, Graeme Davies, that departments would be assessed on their longterm research potential, rather than on the basis of their line up. There has been much action in transfers at professorial level, but supply does not meet demand.

Out of deep shock
Article Abstract:
The ending of Communist rule in 1989 in countries such as Poland, Czechoslovakia and Hungary has led to many economistsrushing over to advise them how to restructure their economies. When they analysed the situation they found no precedents for totally altering economies from Communism to the rule of the market. Some theorists advocated a total transition while others for a more gentle transformation.

The Institute of Economic Affairs was founded in 1955, and works on government strategy on a long-term basis. Present topics of study include industrial studies and environmental policy. They also have a strong commitment to private ownership, as they feel it leads to individual responsibility.Their discussion papers are written from all sides of the political spectrum.
