Threat to UK's research millions from overseas

Concerns are growing that at least one major UK-based firm is planning to move the millions of pounds that it invests in university research in the UK to universities overseas, threatening the plans that chancellor Gordon Brown has put forward for a modern hi-tech economy. The move to transfer investment overseas is believed to stem from industry concerns regarding the complexity of negotiations with universities in the UK over intellectual property rights plus the relatively low level of public subsidy in the UK compared with other countries in the European Union.

Those responsible for overseeing the assessment of life and medical science departments at universities in the UK in the 2008 research assessment exercise (RAE) have made it clear that while the level of research income generated by a department will be taken into consideration, it will not be given undue weight in the overall evaluation. Institutions across the UK had been scrutinising the grant income of scientific researchers as a result of fears that the size of a research team's grant income could have a huge impact on its rating in the RAE exercise.
