Calif. providers face crisis over budget impasse

Health providers in California, although accustomed to the annual crisis when the legislature and governor wrangle over the state budget, are suffering financially because the 1992 moratorium on spending has lasted more than seven weeks. For example, St Rose Hospital, Hayward, CA, accumulated $300,000 in IOUs issued by the state in lieu of payment, and also performed a great deal of work after the state stopped issuing IOUs for Medi-Cal, California's name for Medicaid. Physicians and institutions have appealed to the governor and legislature to settle their differences so patients may receive needed care.

The Medical Board of California, which has faced charges of mismanagement since 1990, will be reorganized by new Director Dixon Arnett. The Board's latest difficulties arose when a California Highway Patrol investigation revealed that the agency had simply discarded a large backlog of physician misconduct cases. A recent summit addressed a number of issues, including the question of charging fees to increase board activities. Other topics discussed included whether or not to disclose actions against physicians and the possibility of periodic physician competency testing.

Calif. budget ends IOUs, but slashes funding for health care
Article Abstract:
California finally has a budget after a two-month delay, but appropriations for services including Medi-cal and welfare have been cut drastically. Observers predict dire circumstances, as counties close clinics and poor persons in California have great difficulty getting medical care. Also, some physicians and medical facilities are busy reorganizing their financial affairs after accepting IOUs or missing payments during the hiatus.
