What is the Health Act 1999?
Article Abstract:
The Health Act 1999, which came into effect on Jul 5, 1999, has brought about the abolition of GP fundholding, replacing this system with primary care groups or their Scottish and Welsh equivalents. It has established the Commission for Health Improvement, which will send inspectors to check that National Health Service trusts are meeting standards. It also introduces the National Institute for Clinical Effectiveness, which will be responsible for clinical effectiveness and for deciding which drugs and treatments are affordable and effective.

Article Abstract:
Physical force may be required to ensure mentally ill patients are treated under the new UK compulsory treatment orders which are expected to become law. The national media has been responsible for creating an atmosphere of mistrust and fear of mentally ill patients, resulting in the introduction of compulsory treatment law, whereas research has shown a halving of violent crimes committed by mentally ill patients from 1979 to 1999.
