Grievance arbitration in the public sector: a conceptual framework and empirical analysis of public and private sector arbitration cases
Article Abstract:
A study was conducted to determine differences between outcomes of grievance arbitration in the public sector and those of grievance arbitration in the private sector. A total of 1127 public and 2822 private arbitration cases over the 1987-93 period were analyzed to see if differences in win, lose or compromise outcomes existed. Results showed that there was a higher winning percentage and fewer discharge cases in the public sector. In addition, there were fewer cases that led to long suspensions in the public sector.

Difficulties, assumptions, and choices in evaluating employee assistance programs
Article Abstract:
Employee assistance programs (EAPs) pose problems for its evaluators. Factors such as confidentiality, politics and the difficulty of arriving at a quantitative analysis make EAP evaluations subject to biases and misleading conclusions. Effective EAP evaluations entail systematic data collection, constant client follow-ups, scaling responses and a simple evaluation design. This will enable evaluators to come up with fair and reliable performance ratings for public sector employee assistance programs.

The use of employee-based grievance systems
Article Abstract:
A review of literature was conducted to determine the use of employee-based grievance systems in public and private sector organizations. The results show that peer review is the most popular form of employee-based grievance systems. Private sector organizations are more willing to make the decisions of employee grievance systems binding in nature.
