PPG 13 and the residential developer

Planning law in the UK was changed with the release of regulations in PPG 13 in 1994. This emphasised the notion for compact planning for UK cities. Out-of-town developments are more likely to be refused planning permission. UK housebuilders are positive on the requirement to focus on urban areas rather than greenfield sites. Problems include assessing contamination on sites and agreeing of decontamination standards. Multiple ownership may also hinder such developments.

Bayliss rates transitional relief as biggest headache
Article Abstract:
Research undertaken by Jeremy Bayliss, chairman of the national committee on rating and senior vice-president of the RICS, indicates that there are a number of difficulties with the present rating system. The main one is transitional relief, which allows large rates rises to be phased in over five years. This has severed connections between the amount occupiers have to pay and the rental value of property, and must therefore be abolished, according to the RICS.
