Rural homeless: a big issue too
Article Abstract:
Homeless people living on the streets of the UK's cities and large towns receive a lot of media attention, but most people remain unaware that there are also homeless people in rural areas. A large amount of social housing has been lost over the last few years, and housing associations are finding it hard to obtain the funding required to build the new homes which will ensure that villages continue to survive as true communities. Many homes are standing empty, but most of these are in the private sector, and therefore unavailable.

Looking beyond the lowest bid
Article Abstract:
Government departments and executive agencies are increasingly using a partnership approach when putting work out to tender, rather than simply choosing the cheapest bidder. Civil service unions welcome this move, as it has been found that partnerships are more successful in retaining jobs and in ensuring favourable conditions of employment. Negotiations with potential partners can also help the public sector to define the appropriate service standard.
